전통적 리얼리즘 스타일의 영화로 두각을 나타냈던 이장호 감독이 혁신적 영화기법을 동원해 후대에 큰 반향을 일으킨 작품. 어린이의 목소리로 반어적 내레이션을 시도하고 무성영화와 같은 저속 촬영과 풍자적인 연기를 보여준다. 전자오락 소리와 염불 소리가 겹쳐지는 등 사운드의 실험도 눈여겨볼 만하다. “나는 <바보선언>을 내가 만든 작품이라고 하지 않는다. 독재 시대가 낳은 작품이다. <바보선언>을 시작할 때 나는 철저히 영화를 포기하고 그것도 아니면 영화판을 떠나겠다고 결심했다”라는 감독의 말대로 극한을 두려워 않는 맹렬한 태도가 돋보이는 영화다.(남동철/2018년 제23회 부산국제영화제)
